As the question is directed to me, I will answer.
I believe that measurements are real-world while IEEE models are approximations. It is not about choosing the best model, it is about choosing a realistic model that simulates real-world systems. I will pick some surge arresters from one manufacturer. I will contact this manufacturer for this data. I will make a model based on the measurements provided by the manufacturer. I know this may be a different approach than others but this how I will do it.
