I wrote these lines in one of my projects. Check if it helps.
load = pscad.project("Load")
special_load_1 = load.definition("Special_Load_1")
pscad.copy_definitions(special_load_1)
xfmr3p2w = pscad.project("Xfmr3P2W")
#xfmr3p2w.paste_definitions()
load = pscad.project("Load")
special_load_1 = load.definition("Special_Load_1")
pscad.copy_definitions(special_load_1)

I got this mail from PSCAD support Team. So we can upgarde to V5 and please read below mail message for further understanding.

I have been trying to do this for you in PSCAD 4.6.3 using some backdoor commands but I was unable to do it. There are no formal API calls to do this in PSCAD 4.6.3 and we are no longer updating that version of PSCAD.
This can be done in V5 so when you are ready to upgrade, you should be able to do it there. I apologise for the inconvenience.
