In PSCAD, you represent the surrounding medium of the cable with its resistivity. Therefore you can chose only one value of resistivity i.e. of seabed or sea water. However, if part of your cable is beneath seabed and a part in sea water, you can break your line into sections and select the resistivity of each section seperately.
