Hello,
Yes the derivative block can amplify noise. You can add a noise filter to smooth things out. Alternatively it is probably not too difficult to code your own derivative block using the Component Wizard.

Your question is not clear. Do you meant that you wanted to measure the frequency of the system.if so use PLL

No. I want to measure the rate of change of frequency. But after using the sT block , I am having a lot of noise in the output.
